Defendants are not guilty.

1. On October 10, 1996, Defendant A was dismissed from office as a member while serving as J and K in the building city of Chungcheongnam-gu, Chungcheongnam-gu, and Defendant B was removed from office in the course of serving as J and L on June 19, 199. Defendant C retired from office on December 31, 2008, when indicating “Gun” (hereinafter “Gun”).

The Defendants, using that they had connection and influence with public officials of Chungcheongnam-nam and its affiliated local governments (hereinafter referred to as “ Chungcheongnam-Nam, etc.”), provided information related to ordering so that they may receive services, such as design of river works ordered by Chungcheongnam-Nam, etc. (hereinafter referred to as “O”), and made requests related to the receipt of services from public officials in charge of Chungcheongnam-Nam, etc., and received money in the name of “business expenses” under the pretext of regular “monthly pay” and occasional needs.

On June 9, 2008, Defendant A issued money to a public official working in Chungcheongnam-nam, etc. so thatO may receive orders from Chungcheongnam-gun P, as if he/she works as a vice-chairperson, on the basis of a formal contract concluded, as if he/she works as a vice-chairperson, and provided meals and alcohol, and provided them with information related to orders, and received KRW 2,370,450 from N to the Agricultural Cooperative account in the name of the Defendant.

In addition, the Defendant received from June 4, 2008 to July 10, 2014 KRW 392,784,096 in total under the name of “monthly pay” and “business expenses” from the said agricultural bank account over 252 times, as shown in attached Table 1 of Crimes List 1.

2. Defendant B, around January 8, 2010, is in charge of Defendant B, etc., on the basis of a contract concluded formally as if the Defendant worked as a vice president at the above O office, so that O may receive orders from Chungcheong, etc...
