On November 10, 2013, the Defendant: around 04:10 on November 10, 2013, within C entertainment tavern B located in Busan Seo-gu, and upon receiving a report from D by an entertainment tavern operator, the Victim F and G eviction who is a police officer belonging to the Hea police station E zone called up.

구에 불응하다가 위 D이 있는 자리에서 약 20분 동안 위 피해자들에게 “내가 뭘 잘못했느냐, 시발놈들 좆만한 새끼들 인간쓰레기 같은 새끼들"이라고 큰소리로 말하고, 같은 날 04:45경 부산 사하구 H에 있는 사하경찰서 E지구대에서 위 D과 경찰관 여러 명이 있는 자리에서 피해자 F, G, I, J에게 "경찰 너그들은 다 인간쓰레기 같은 새끼들이다. 세금 받아먹고 사는 새끼들이. 씨발놈들 한판 붙으까"라고 큰소리로 말하여 공연히 위 피해자들을 모욕하였다.
