When the defendant does not pay the above fine, 100,000 won.

No person shall operate any motor vehicle on a road which is not covered by mandatory insurance for motor vehicles.

Nevertheless, the Defendant operated the said vehicle not covered by mandatory insurance in Daegu-gu, Daegu-gu, on December 8, 2015.
