Defendants are not guilty.
Reasons
1. Summary of the facts charged
A. On October 2, 2009, Defendant A did not claim hospitalization fees, etc. to the Health Insurance Corporation after performing the 17:00 surgery at the second floor G hospital of the F building in Nam-gu Incheon Metropolitan City on the second floor for the patient He (the age of 19, the female) at the National Health Insurance Corporation, and there was no fact that he observed the progress for 6 hours after the surgery.
