As to the grounds for disciplinary action 1 as to the existence of the grounds for the disposition, the Plaintiff proposed that the Plaintiff collect the travel expenses of those who are going to go to a meeting of the Education Center C from March 2012 and use them as the office operating expenses, taking into account the evidence and evidence as to the part of the withdrawal and use of the withdrawal equipment, Gap evidence No. 6, Gap No. 10-1, Gap No. 11-2, Gap No. 11-2, 2, 3, 7, and Eul No. 14, and the whole purport of the pleadings, the Plaintiff proposed that the Plaintiff use them as the office operating expenses by collecting the travel expenses of those who are going to go to a meeting of the Education Center C at the Education Center C around the next month. On the approval of the person subject to the travel expenses through the internal computer network, the travel expenses were settled by one-month travel expenses for the next month and deposited in the individual passbook by collecting a part of them thereafter to the Plaintiff.

According to the above facts, some of the travel expenses collected are collected from the travel expenses paid to the police officer of the business trip, so the above collection amount is after the person has already reverted to the business trip and has already been entrusted with the disposition of the business trip.

Therefore, such collection and use of travel expenses cannot be deemed to constitute “use for purposes other than the budget’s purpose” as stipulated in Article 7 of the Code of Conduct for Public Officials of the National Police Agency (hereinafter “Code of Conduct for Public Officials”).

This part shall not be a ground for the disciplinary action.
