Punishment of the crime

On May 6, 2008, a civil society organization with 1,500 U.S. beef co-operation, etc. organized a "National Countermeasure Council (hereinafter referred to as the "Measures Council") with a view to organizing a strike against full import of U.S. beef in the U.S., on the grounds that "the phase-out expansion agreement of U.S. beef imports entered into with the Government of the Republic of Korea on April 18, 2008 is about to be a stroke negotiation, as well as to bring about harm to citizens' health."

Since May 2, 2008, the countermeasures conference followed the candlelight assembly against the import of U.S. beef, which was held in the Cheongyang-dong Seoul, Jongno-gu, Jongno-gu, Seoul, following the candlelight assembly. From May 6, 2008, it held a candlelight assembly, which is an outdoor assembly after sunset at the Cheongcheon-do square. From May 24, 2008, the countermeasures conference tried to enter into the Cheongdae-do road zone with the following day after the candlelight assembly every day from May 24, 2008 and the following day from May 24, 2008.

On May 31, 2008, from around 19:20 to 20:40, the countermeasures conference held a candlelight meeting while more than 38,00 people were present at the Seoul plaza.

After that, from 20:40 to 08:40 on June 1, 2008, the number of participants of the demonstration 38,000 had been driven with the entire lane, such as the entrance of the land as the paper, 1-a-ro, the paper, 1-a-ro, the route of the literature, the solar road, and the paper route.

B and C actively combined with it, from May 31, 2008 to June 07:50, 2000, the participants of the demonstration were 38,000 persons, and since then, from May 31, 2008 to June 1, 2008, the entire lanes, such as the Sejong roads, the endway roads, etc. were occupied, and the passage of the vehicle on the road was impossible.

Accordingly, Defendant B and C jointly with the above 38,000 persons and interfered with the traffic of vehicles in Sejong-ro, in front of the Sejong-ro, Sejong-si, and outdoor demonstration from 00:00 on June 1, 2008 to 05:00.
