Defendant shall be punished by imprisonment without prison labor for six months.

However, the execution of the above punishment shall be suspended for one year from the date this judgment becomes final and conclusive.

Punishment of the crime

The defendant is C's employee, and C shall perform safety management duties of gas-using facilities in Seo-gu, Daejeon Metropolitan City Gas Safety Management Agency for gas-using facilities of the Chungcheong Urban Gas Corporation, a general urban gas business entity under the Urban Gas Business Act.

On March 2014, the victim F (ma, 87 years of age) residing in Seo-gu, Seo-gu, Daejeon filed an application for urban gas supply in order to change the use facilities of liquefied petroleum gas to urban gas use facilities. On October 20, 2014, G employees of the urban gas facility constructor, urban gas facility constructor, etc. completed pipeline construction for the alteration of urban gas use facilities in the victim's house.

On November 3, 2014, the Defendant had conducted a safety inspection prior to the supply of urban gas at the victim’s house. In such cases, the person in charge of safety management of gas-using facilities shall request the owner of the liquefied petroleum gas container before installing urban gas facilities, etc., and if the owner refuses to comply with the request, he/she shall separate the container from the pressure time and store it in a safe place after taking measures to prevent the container from the valve charging room of the container, and notify the owner thereof, and he/she has the duty of care to prevent the container from the pipe quantity of liquefied petroleum gas and remove ices.

Nevertheless, although the victim did not comply with the removal of liquefied petroleum gas containers, the defendant started to supply urban gas to the victim's housing immediately without taking safety measures such as cutting down only the valves of liquefied petroleum gas containers, separating pressure control devices, preventing the valves of the container from charging the valves, preventing the container from taking noise measures on the upper part of the pipelines of liquefied petroleum gas, removing ices, etc.

After that time, the valve of the above liquefied petroleum gas container is opened due to the inevitable reasons from the victim's house, and liquefied petroleum gas is the main bank of the above house.
