Reasons
Punishment of the crime
On October 8, 2015, the Defendant was sentenced to imprisonment with prison labor for a violation of the Narcotics Control Act (compact) at the Suwon method, and completed the execution of the sentence on April 20, 2016.
Despite the fact that the Defendant is not a narcotics handler, the Defendant accepted, administered, possessed, and traded the Mesophopopon (one philopon; hereinafter “philopon”) which is a local mental medicine as follows:

1. On May 23, 2016, at around 16:00 on May 23, 2016, the Defendant: (a) put the DNA medication into a single-use injection machine; (b) put the water into a single-use injection machine; (c) divating the water into a single-use injection machine; and (d) divating the white envelope containing the non-opon volume into E.
2. On February 23, 2017, the Defendant administered 03:00 acopon medication in a 706 heading room of “G” hotel located in F in the sphere of Suwon-si, Suwon-si, in a manner of drinking water, approximately 0.05g of copon.
3. At around 13:40 on February 23, 2017, the Defendant: (a) carried approximately 1.7g of phiphonephones in a vinyl wing box; and (b) carried them in a way of carrying them in one’s own bat.

4. On May 20, 2016, the Defendant: (a) sold phiphones, in the vicinity of the I Station No. 1 located in Haan-gu Mannan-gu, Annyang-si on May 20, 2016, 50,000 won in cash from J and sold in return, approximately 0.7 grams of phiphones contained in J during a one-time injection period to J in return.
