1. Direct purchase is made from the amount indicated in the “contract amount” column in the attached Form 1 contract information concluded by the Plaintiffs and the Defendant.

A. The Plaintiffs are stock companies engaged in the construction and civil engineering work business, and the Defendant is a public corporation established to construct and manage railroad facilities and to efficiently implement other related business.

(2) The Administrator of the Small and Medium Business Administration shall select and publicly announce competing products suitable for directly purchasing and providing by public institutions to the extent that such products do not impair the quality and efficiency of construction, among competing products, which are necessary for construction ordered by public institutions.

(3) The head of a public institution who intends to place an order for construction exceeding the scale prescribed by Presidential Decree shall examine whether products publicly notified by the Administrator of the Small and Medium Business Administration are directly purchased, and take necessary measures for direct purchase.

Provided, That this shall not apply where the Administrator of the Small and Medium Business Administration announces it as reasons for direct purchase.
