As a representative, a representative shall exercise the right to vote fairly in an election of the president of the Association for the visually impaired.

On February 26, 2014, the Defendant acquired KRW 1,200,000 in return for an illegal solicitation to support himself/herself from G participating in the election of the President of the Visualally Handicapped Association in 2014 through F, in violation of the above duties.

2. The defendant asserts that the defendant does not constitute a person who administers another's business because he/she performs his/her duties independently by participating in an election, exercising his/her voting right, without being instructed or interfered with by members of the EDCF.

3. Facts of recognition based on records.

(a) The E Disabled Federation, an incorporated association (hereinafter referred to as the "Federation"), shall be comprised of persons with specific qualifications, such as the visually impaired persons and related organizations, and organizations under the delegations of agencies, to coordinate conflicting opinions, to enhance the political, social, economic, and cultural status of the visually impaired persons, to promote the promotion of the welfare and protection of rights and interests of the visually impaired persons, and to realize a complete social participation and equality ideology (Article 2 of the Articles of Incorporation of the Federation), and persons with a resident registration who completed the resident registration in E, and who have completed the registration
