Defendant shall be punished by a fine of KRW 2,000,000.

Criminal facts

The defendant thought that if the monthly rent contract for apartment that was entered into by the defendant and the landlord was submitted to the Dong Dobcheon City, it may delay the authorization of the child care center, and that part of the monthly rent contract for apartment was deleted and submitted to obtain authorization of the child care center.

1. On January 28, 2013, the Defendant altered a private document and made a copy using an electronic reproduction machine after adding a paper A to the content of the apartment monthly contract stating that “if a lessee engages in any business (child care centers, social welfare facilities, or sanatoriums), he/she may terminate the lessor’s contract at will if he/she engages in any business (child care centers, social welfare facilities, or sanatoriums)” in the apartment monthly contract.

Accordingly, the defendant modified one copy of the apartment monthly rent contract in the name of B, which is a private document on rights and obligations, for the purpose of exercising.

2. Around January 28, 2013, the Defendant, at the same time, submitted a copy of the apartment monthly rent contract, which was modified, to the competent officer D, who is a public official in charge of social welfare for viewing and the public official in charge, as if it were a copy of the apartment monthly rent contract, and exercised it.
