Defendant shall be punished by a fine of one million won.

Reasons
Punishment of the crime
On November 9, 2017, the Defendant was sentenced to two years of imprisonment for a violation of the Electronic Financial Transactions Act at the Seoul Central District Court, etc., and the judgment became final and conclusive on April 26, 2018.
From June 22, 2017 to August 14, 2017, the Defendant: (a) prepared an application for purchase in the name of the victim, who was the prisoner, and submitted it to the person in charge of the purchase of postage stamps, drugs, etc. in the 143 Seoul detention center, for the purpose of purchasing postage stamps, etc.; and (b) prepared the said application for purchase in the name of the victim, who was the prisoner, and submitted it to the person in charge of the purchase of postage stamps, for whom the said victims received postage stamps from the person in charge of the purchase; and (c) received medicine in the above manner.
1. On August 1, 2017, the Defendant: (a) prepared an application for the purchase in the name of the victim B in the aforementioned Seoul detention center; and (b) submitted it to the person in charge of the purchase of the postage stamp as if he/she purchased the postage stamp B; and (c) received a postage stamp amounting to approximately KRW 85,800 from the person in charge of the purchase of the postage stamp B; and (d) received the postage stamps and medicine equivalent to KRW 573,547 in nine times from that time until August of the same month, as in the list of crimes in the attached Form, from that time.
2. Attempted fraud;
A. On August 14, 2017, the Defendant: (a) prepared the above purchase application under the name of the victim B and submitted it to the person in charge of the purchase of the stamps as if he/she purchased the stamps B; and (b) attempted to obtain a postage stamp amounting to approximately KRW 85,800 from the person in charge of the purchase of the stamps; (c) however, the victim who thought that the balance of the stamps falls short of the balance of the custody amount was discovered in the process of confirming the details of the use of the money held in custody and did not bring about an attempted attempt.
B. On August 14, 2017, the Defendant prepared an application for the above purchase in the name of the victim C in the above Seoul detention center and completed it C. The postage stamp.
