Defendant shall be punished by a fine of KRW 1,000,000.

If the defendant does not pay the above fine, 50,000 won.

Punishment of the crime

The defendant is the head of the D Trade Union E Business Affairs Department under the CF.

1. From August 15:20 on August 31, 2012, the Defendant had 7,000 visitors, and had 7,000 visitors to the Seoul Station Square, the sub-speaks Ri, and the Bank of Korearogate gate. Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic on the land.

2. The Defendant, in violation of the Assembly and Demonstration Act (the non-compliance with the dispersion order), was proceeding along with occupying the road at the time and place specified in paragraph (1), as described in paragraph (1).

Therefore, the leader of the South-west Police Station guard division ordered by the Chief of the South-west Police Station requested voluntary dispersion against the participants in the assembly on the ground that it is an illegal road occupation and the illegal assembly or demonstration progress reported, at around 16:28.

Nevertheless, participants including the Defendant did not dissolve, and the director of the guards of the Seodaemun Police Station ordered by the chief of the South Seodaemun Police Station at around 16:35 and around 2nd, 16:45 at around 16:3 times, and 16:55, respectively, did not dissolve without delay, even though the order of dispersion was issued to the effect that "an illegal road occupation, road occupation, unreported assembly, or demonstration is immediately dissolved."

Accordingly, the defendant rejected a dispersion order by the chief of the competent police station.
