The Plaintiff is a company that aims at manufacturing and selling synthetic timber. The Defendant is an institution that is entrusted by the Administrator of the Small and Medium Business Administration with the authority to issue a certificate of direct production prescribed in Articles 9 and 11 of the Act on the Promotion of Development of Agricultural and Fishing Villages and revoke the confirmation of direct production pursuant to Article 34(2) of the Act on the Promotion of Purchase of Small and Medium Enterprise Products and the Support of Development of Agricultural and Fishing Villages and Article 27(1)2 and 4

The Plaintiff was issued a certificate of direct production verification pursuant to Article 9 (4) of the Act on Support for Market Development.

On September 19, 2014, the Defendant conducted on-site surveys on whether the Plaintiff complies with the requirements for issuing a certificate of direct production. As a result, on October 27, 2014, the Defendant notified the Plaintiff that the Plaintiff was planning to cancel direct production on the grounds of the following violations, and notified the Plaintiff that the Plaintiff would hold a hearing on November 7, 2014 for this purpose.
