Defendants and I form a “J” organization from June 19, 2017 to July 17, 2017 (07:0 to July 17, 2017) determined to hold a meeting in Jongno-gu administrative agency, the left-hand side of the Seoul Office of the Government Office in the Sejong-ro, Sejong-ro Park, Seoul, and the delivery of debt, and reported to hold a meeting at Sejong Police Station.
No person shall be allowed to sit, sit, or standing on a road in a manner likely to obstruct the traffic on the road.
Nevertheless, from June 25, 2017 to 05:30 on June 25, 2017, Defendant A, C, and D committed an act that interferes with or could interfere with the traffic of vehicles passing through the luxing on the road of the Cheongdae-do 2nd line in front of the Love 150, Jongno-gu Seoul Jongno-gu, Jongno-gu, Seoul.
As a result, Defendant A, C, and D conspiredd on the road to be lying, sitting, or standing on the road in such a manner as to interfere with traffic.

Article 157 subparag. 4, Article 68(3)2 of the Road Traffic Act, and Article 30 of the Criminal Act Article 68(3)2 of the Road Traffic Act provide that no person shall open, sit or standing on the road in such a manner as to interfere with traffic on the road. Article 157 subparag. 4 of the Road Traffic Act provides that a person who violates the above provisions shall be punished, but Article 9 of the Road Traffic Act provides that a person shall be punished.
