1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. On July 3, 2015, the Plaintiff filed an application for rating with the Defendant for game products listed in the attached Table 1 (hereinafter “instant game products”).
On August 28, 2015, the Defendant rendered a decision to refuse a rating classification of the instant game products (hereinafter referred to as “instant disposition”) on the ground that the Plaintiff is a person who applied for a rating of an act or device subject to regulation or punishment under the provisions of other Acts under Article 22(2) of the Game Industry Promotion Act (hereinafter referred to as the “Game Industry Act”) or this Act, a person who applied for a rating without justifiable title, or by fraudulent or other illegal means, or a person who applied for a rating of a game product that constitutes a speculative game product, on the ground that the reasons for refusal in attached Form 2 were stated.

2. Whether the instant disposition is lawful
