Reasons
1. Details of the disposition;
A. On July 21, 2017, the Plaintiff, a company producing ice-related game products, filed an application for the classification of “B” game products (hereinafter “instant game products”) with respect to “C” (hereinafter “C”) as “not permitted to use all as a whole.” On February 23, 2018, the Plaintiff filed an application for the classification with respect to each of the instant game products (hereinafter “each of the instant game products”) as “not permitted to use as a youth.”
B. On February 1, 2018, on April 19, 2018, the Defendant rendered a decision to refuse the rating classification of the instant C Game Products (hereinafter “instant disposition”). The Defendant’s grounds for refusing the rating classification of each of the instant game products are as follows.
