Reasons
Punishment of the crime
1. Violation of the Building Act;
(a) A person who intends to construct or repair a building shall obtain permission from a Metropolitan Autonomous City Mayor, a Special Self-Governing Province Governor, or the head of a Si/Gun
Nevertheless, the Defendant, without permission from May 1, 2010 to July 2 of the same year, 144.534 square meters of the above building from May 2010 to 310, 144.534 square meters, 105.50 square meters of the above building as 4 households, 105.50 square meters of 3 stories of 105.501 square meters of the above building as 3 households, and 105.5 square meters of the building as 7 households of multi-family houses of 2 households permitted for multi-family houses of 7 households in total by installing toilets and kitchen rooms in each room, and building with 3 stories of 3 households of 381.0 square meters of the above building as 15 square meters of the area as 13 households, and building with 3 houses of 15.5 square meters of the area as 13 households of the above house by means of constructing separate external entrances, and building 2 houses of 37 households of 38.1 square meters of the building.4
