1. All of the plaintiffs' claims are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

1. Details of the disposition;

A. On June 27, 1986, the decision was made on urban planning facilities in the Filju City on July 19, 2002, and on July 19, 2002, Article 3 of the Addenda of the Special Act on Jeju Free International City (Act No. 7849 of Feb. 21, 2006 and Article 3 of the Addenda of the Special Act on the Establishment of Jeju Special Self-Governing Province and the Development of Free International City; hereinafter “Special Act on Jeju Free International City”) was designated as a prospective project executor.

B. In accordance with Article 59(1) of the Special Act on Jeju Free International City on August 9, 2004, the approval was granted for the implementation of the development project with the content of determining the concessionaire of H development project to G in Japan (hereinafter “instant project”).

C. On April 20, 2007, pursuant to Article 229(11) of the Special Act on the Establishment of Jeju Special Self-Governing Province and the Development of Free International City (amended by Act No. 8367, Oct. 12, 2007; hereinafter “the Special Act on Jeju”) and Article 20(1) of the Ordinance on the Approval, etc. for the Implementation of Development Projects of Jeju Special Self-Governing Province (hereinafter “instant Ordinance”), the development project implementation approval was approved to add the Plaintiffs and five persons, including E, to the project implementer of the instant project, and to change the size and period of the project site.

On November 6, 2008, approval for modification to the execution of a development project was made on November 6, 2008, and on October 3, 2009, the approval for modification to the execution of a development project added to the project implementer by Hansan Shipbuilding Co., Ltd.

E. On October 14, 201, the instant project implementer added JejuM Co., Ltd. (hereinafter “SP”) to the instant project implementer; instead of closing the existing outdoor performance place, etc. due to the business details, I performance halls and tourist hotels were newly established; and approval for modification to the execution of the development project with the details of the increased project cost (hereinafter “instant first disposition”).
