Reasons
1. Details of the disposition;
A. On July 5, 2004, the Industrial Sites and Development Act (hereinafter “Industrial Sites Act”) applies to the designation of the instant industrial complex and the approval of the management master plan.
2) Pursuant to Article 7 of the Act, the head of the Dong-dong-si local industrial complex (hereinafter “instant industrial complex”) with the size of 993,230 square meters in the valley, Dong-dong-si, Pursuant to the general local industrial complex (hereinafter “instant industrial complex”).
(2) The instant industrial complex was designated and publicly announced as a site (No. 2004-157). (2) The purpose of the instant industrial complex was to promote balanced development among regions, to build a foundation for research on biological industries, etc. and contribute to the revitalization of the regional economy and the increase of residents’ income. The industrial complex was planned as a site for industrial facilities, 708,990 square meters, 56,930 square meters for support facilities, 227,310 square meters for public facilities (including waste disposal facilities 25,22
3) On December 7, 2006, the Gyeongbuk-do Governor designated a project developer for the development of the industrial complex of this case as the defendant. The 941,012 square meters [including 538,143 square meters for industrial facilities, 40,131 square meters for support facilities, 362,738 square meters for public facilities (including 25,220 square meters for waste disposal facilities)] of the area of the industrial complex. The Do Governor announced the alteration of the development plan and the alteration of the development plan (Article 2006-458 of the Gyeongbuk-do Notice No. 2006-458) on June 14, 2007. The Do Governor announced the alteration of the development plan and the approval of the implementation plan (Article 2007-284,285 of the Gyeongbuk-do Notice No. 2007-285) on January 21, 2008.
5) On February 14, 2013, the Gyeongbuk-do Governor changed the area of the instant industrial complex into 941,431 square meters [the industrial facilities 514,504.5 square meters, support facilities 40,136.4 square meters, public facilities 229,701.5 square meters (including waste disposal facilities 25,405 square meters) and green facilities 157,08.6 square meters.
