1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Details of the disposition;
A. On August 24, 1983, the Plaintiff entered the Army. After that, in the new path training center, the Plaintiff sleeped humphrosis during training, and the symptoms have deteriorated after slicking, and was hospitalized in the National Armed Forces Water Service Hospital, and was diagnosed as “slurg escape certificate L5-S1” after undergoing an operation, and was discharged from military service on February 11, 1984.
B. On February 3, 2014, the Plaintiff filed an application for registration of a person of distinguished service to the State with the injury of the application under the “Operation Nos. 4 and 5,” and on June 12, 2014, the Defendant issued the instant disposition against the Plaintiff on the ground that “Iskical signboard escape certificate L5-S1 (No. 5-S1, which is the wound of the instant case, does not meet the requirements for soldier or policeman on duty, but falls under the requirements for soldier or policeman on duty.”
C. On July 15, 2014, the Plaintiff filed an objection with the Defendant, but the Defendant notified the Plaintiff on November 6, 2014 that the instant disposition should be maintained.

2. Whether the instant disposition is lawful
A. On August 1983, 1983, immediately after entering the Army, the Plaintiff’s assertion revealed through a lusence test in the New Disease Training Center. On September 1983, 1983, the Plaintiff was diagnosed by the instant difference due to the instant difference, among the AT TT test conducted around September 1983, 197 after the lusium placement.
Therefore, the Plaintiff suffered from the injury of this case on the direct ground of the above new training or AT training. Thus, the instant disposition that the Plaintiff did not meet the requirements for persons who rendered distinguished services to the State was unlawful.

A person eligible for veteran's compensation who shall receive respect and honorable treatment from the people among persons eligible for veteran's compensation shall be a person of distinguished service to the State, and a person who requires compensation shall be treated and distinguished.
