1. The plaintiff's claim is dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Details of the disposition;

A. The Plaintiff is a company established for the purpose of creative manufacturing, construction, sales business, etc., and the Defendant is an institution entrusted by the Administrator of the Small and Medium Business Administration with the authority to verify direct production, issue a certificate of direct production, revoke direct production, and hold hearings pursuant to Article 34(2) of the Act on Promotion of Purchase of Small and Medium Enterprise Products and Development Support (hereinafter “Market Support Act”) and Article 27(1)2 and 4 of the Enforcement Decree of the same Act.

B. On May 201, pursuant to Article 9(4) of the Act on Support for Market Development, the Plaintiff was verified directly from the Defendant for “F.R.P.P. products and SMC products” as “the synthetic resin preparations, synthetic resin preparations, and synthetic resin preparations.”

C. On September 3, 2014, the Plaintiff entered into a contract with the Public Procurement Service as “from September 3, 2014 to November 30, 2015,” and entered into a contract with multiple suppliers regarding the supply of synthetic resin, which is competing products with small and medium entrepreneurs only at the site. On January 13, 2016, the Plaintiff entered into a contract with the Public Procurement Service with multiple suppliers with the aforementioned content as “from January 13, 2016 to November 30, 2017” (hereinafter collectively referred to as “instant contract”). Under the instant contract, the Plaintiff registered synthetic resin goods at the National Integrated Electronic Procurement System integrated shopping mall (hereinafter referred to as “Bater”).

The Korea Land and Housing Corporation (hereinafter referred to as the "LH Corporation") and the Seoul Housing and Urban Corporation (hereinafter referred to as the "SH Corporation") have requested the Plaintiff to supply synthetic resin products through the national site as shown in the attached Table 1 between February 9, 2015 and April 19, 2016. The Plaintiff, as shown in the attached Table 1, demanded that the Plaintiff supply synthetic resin products. The Plaintiff produce and supply some of the synthetic resin products from LH Corporation and SH Corporation, as shown in the attached Table 1, by giving a subcontract to other companies, or by giving a subcontract to other companies.
