The plaintiff's claim is dismissed.

Litigation costs shall be borne by the plaintiff.

1. Details of the instant disposition

A. On January 31, 2012, the Plaintiff entered the Army. On May 27, 2013, the Plaintiff: (a) was discharged from military service on May 27, 2013; (b) on August 29, 2012, while driving a vehicle, the Plaintiff applied for registration of a person of distinguished service to the Defendant by applying for the injury, etc. of “on the left hand hand hand hand hand hand hand, right hand hand hand hand hand, head, etc.” (hereinafter “instant accident”); and (c) on May 29, 2013, the Plaintiff applied for registration of a person of distinguished service to the Defendant.

B. On October 1, 2013, the Board of Patriots and Veterans Entitlement decided to the effect that the Plaintiff does not meet the requirements for a person of distinguished service to the State under the Act on the Honorable Treatment and Support of Persons, etc. of Distinguished Service to the State (hereinafter “Act on Persons of Distinguished Service to the State”), and constitutes a person or police officer under the Act on Support for Persons Eligible for Veteran’s Compensation (hereinafter “Act on Persons Eligible for Veteran’s Compensation”). On October 17, 2013, the Defendant notified the Plaintiff of the recognition of a person of distinguished service to the State (hereinafter “instant disposition”), based on the result of deliberation on the requirements for a person

On August 29, 2012, the Plaintiff’s vehicle operation plan was confirmed in accordance with the Plaintiff’s order to dispatch the headquarters. On August 29, 2012, the Plaintiff’s vehicle accident occurred while driving the vehicle on a sudden kibro on the ground of the bend of the beds of the Plaintiff, and the Plaintiff’s vehicle accident occurred during the course of performing duties or education and training directly related to the protection of the State, etc. as it was directly related to the operation of the vehicle for the purpose of measuring the performance.
