On January 13, 2013, at around 19:15, the Defendant driven a Cdecent car under the influence of alcohol concentration of 0.203% without obtaining a license for driving by side on the roads of the Yangju Police Station located in the Yangju-dong, Yangju-si, Gyeonggi-do.
