Examining the reasoning of the court below in light of the records, the court of first instance that the disposition of this case’s business suspension was unlawful on the basis of each circumstance stated in the judgment of the court below, and the dismissal of the plaintiff’s claim is justified.

In so doing, contrary to what is alleged in the grounds of appeal, there were no errors by misapprehending the legal doctrine regarding abuse of discretion in relation to the disposition of business suspension or by exceeding the bounds of free evaluation

Therefore, the appeal is dismissed, and the costs of appeal are assessed against the losing party. It is so decided as per Disposition by the assent of all participating Justices on the bench.
