A defendant shall be punished by imprisonment for three years.

Punishment of the crime

On September 29, 2014, the Defendant is a foreigner of Vietnam who entered the Republic of Korea under the qualification of general training (D-4-1).

When the Defendant, along with Vietnam, submitted to the Korea Road Traffic Authority a driver’s license issued in Vietnam with Vietnam along with Vietnam, submitted a vehicle driver’s license to the Korea Road Traffic Authority to exchange it with Vietnam, and the Road Traffic Authority is unable to easily verify the authenticity of the Korean driver’s license. The Defendant recruited a person who wants to obtain a Korean driver’s license without Vietnam’s license, by posting an advertisement on the issuance of a vehicle’s license in Korea, on Internet D, and then transmitted a photograph of the requester’s photograph, passport copy, and alien registration certificate to the said B via the cell phone. The above C forged forged the Vietnam driver’s license and sent it to the requester on a selective basis using information such as photograph delivered by the Defendant, etc., and the Defendant transferred the remainder, excluding KRW 5-100,000,000,000 for each requester, and then let the requester exchange the vehicle’s license with the Korean driver’s license in the driver’s license test site that belongs to the Korea Road Traffic Authority located near the residence.

1. On August 2016, in collusion with B and C, the Defendant: (a) posted an advertisement stating that “it is possible to obtain a Korean driver’s license for a motor vehicle in Vietnam” on the Internet D; (b) received a request for the issuance of Korean driver’s license from E who reported and contacted the advertisement on November 2016; and (c) sent the passport pictures, etc. to C via B; and (d) C used it to deliver it to Vietnam.
