1. The plaintiff's claim is dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

On May 2015, the Republic of Korea (the contracting officer: the Seoul Regional Government Procurement Office, and the Secretariat of the National Assembly) announced the announcement of the construction of the "Construction Project" (hereinafter referred to as the "Construction Project") with respect to the "Construction Project" of the National Assembly Vehicle Access Control System (hereinafter referred to as the "Construction Project").

1.6.The construction work is to confirm the feame of this point and to participate in the tender, as the items to which the contract for the manufacture and technical assistance was entered into and the amount of the consultation would amount to approximately 70 per cent of the total construction contract.

In addition: 14.3. This case is about 70% of the total contract for the construction work, as the amount of the goods supply and technology support agreement entered into with a procuring entity with a manufacturer (supplier).

The agreement on the supply of goods and technical support attached to the public announcement of tender was prepared on May 2015 between the National Assembly Secretariat, which is the authority awarding the contract, and the Loenna Co., Ltd., the manufacturer and the Supplier (hereinafter referred to as the “Nenna”), and the details thereof are as follows:

Article 1 (Purpose) The purpose of this case is to facilitate the supply of goods and technical support to successful bidders of the construction of this case.

Article 3 (Amount of Convention) The amount of the Convention on the Scope of Goods Supply and Technical Support to Successful Bidders shall be 226,50,000 won in consultation with the ordering agency and the manufacturer and supplier in consideration of special capacity, quality ratio, etc.

On June 9, 2015, the defendant was determined as the successful bidder in the above bidding, and from the Republic of Korea, the construction of this case was commenced on June 11, 2015, and the completion date 2015.

8.9. Around June 15, 2015, the Plaintiff and the Plaintiff entered into a contract to subcontract the instant construction work with the following content (hereinafter “instant subcontract”).

Article 2 [Scope of Implementation of Contracts] The scope of the performance of the contract to be performed by the plaintiff shall be all and the extent of the contract concluded by the defendant with the National Assembly Secretariat.
