Defendants shall be punished by a fine of KRW 3,000,000.

The Defendants did not pay each of the above fines.

Punishment of the crime

Defendant

A is a public official belonging to Daegu D, who is the secretary general of the E-Trade Union F Headquarters, and Defendant B is a public official belonging to Daegu G, the director of the E-Trade Union F.

No public official shall engage in any collective activity for any labor campaign, or activities other than public services.

Nevertheless, the E Trade Union H headquarters produced in the name of the “I Trade Union”, “I will be a public official who is not a political party,” and “I will distribute the printed matter to the nation through each regional headquarters and branch office nationwide in the form of newspapers, and will receive business liaison to the same purport, and the Defendants, who received such business liaison, in collusion with the public officials belonging to the E Trade Union HH headquarters, were able to distribute the said printed matter to the F region in collusion.

Defendant

A around November 10, 2009, at the office of the headquarters of the E Workers' Union in Daegu-gu J from the headquarters of the E Workers' Union H of the E Workers' Union, the contact was made to identify the proper newspaper team leader and the quantity available in the region in order to distribute printed materials through the promotional activities, and Defendant B was ordered to distribute printed materials in advance from the headquarters of the E Workers' Union H to the distribution of printed materials. Defendant B instructed Defendant B to distribute printed materials. Defendant A confirmed the number of printed materials available for distribution in the K Newspapers, and reported the estimated number of printed materials to H to the K headquarters. On November 13, 2009, the newspaper company designated 40,000 won as the K newspaper company, and concluded a contract with the F Headquarters of the E Workers' Union at around 13:00 on November 13, 200 to distribute them to the K market through the K market at around 16, 2016.
