Reasons
1. Basic facts
A. The Plaintiff’s work and changes, etc. (1) The purpose of the Plaintiff is to assess movable property, real estate and other property, and to manage the rearrangement project under the Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents (hereinafter “Urban Improvement Act”).

B.
