On October 21, 2013, at around 22:40, the Defendant requested for a measurement of drinking alcohol level around the victim's top of the traffic control department belonging to the Sungsung Western Police Station, which was under the influence of drinking in the street in the vicinity of the Gosungsung-gu, Gyeongsung-nam Public Health Center, and obstructed the legitimate performance of official duties concerning drinking control by assaulting the victim's chest on two occasions with the hand floor of the hands of the victim.
