1. No one shall carry out an election campaign in any way, except where a candidate for the head of an association carries out an election campaign prescribed in the Act on Entrusted Election, such as a public organization, in an election for fisheries cooperatives administered by the committee for election management of Defendants A, B, and C;
Nevertheless, Defendant A, at around February 23, 2015, installed two telephone units, two street north-North Koreas, one printer, one wire franchise equipment on office books, two office rooms, two office chairs, six large-scale table show showes, six large-scale table tables, and six simple chairs at the office books, and after the establishment of an election office consisting of the words such as “ons, I, I,” “ons, I,” and “ons” inside the office books,” and ordered Defendant B and Defendant C to transmit text messages for election campaign against their members, by employing Defendant B and Defendant C as election campaign workers.
Accordingly, Defendant B proposed the text of the text message for election campaign to be sent to its members, and promised to connect I members by using the computer installed in the above election campaign office from February 26, 2015 to March 10, 2015, the day before the election of the president of the IF from February 26, 2015, and by linking I members of the association using the computer installed in the above election campaign office from March 10, 2015.
