Reasons
1. Details of the disposition;
A. The Plaintiff is a non-profit corporation that operates a welfare center for the aged at Hayang-si, a long-term care institution that provides facility benefits, as well as a long-term care institution that provides home care benefits, such as visiting medical treatment, and visiting bathing.
B. As a result, the Defendant National Health Insurance Corporation conducted a field investigation on a long-term care institution (the period subject to investigation: from January 2, 2014 to January 2015) on a long-term care institution for the elderly welfare center operated by the Plaintiff, jointly with the Development-gun, from February 2, 2015 to February 25, 2015, discovered the following matters: (a) demand for the increased number of service hours; (b) demand different from the actual amount provided; (c) violation of the criteria for subscription to liability insurance; (d) violation of the criteria for emotional support service; and (e) violation of the criteria for additional assignment of manpower
1. A request for an increase in the number of service hours - A shall be calculated as 120/120 for the recipient B from January 2014 to June 2014; C caregiver from January 2014 to April 2014 to April 2014 to the recipient D; B from January 2014 to April 2014 to the recipient D, - 90/10 for the period of two days; and B from the recipient E from January 2014 to December 2014 to the recipient F, and 3,909,680 won for the service hours calculated as 180/180, notwithstanding the provision of each visiting care service.
2. Unlike the benefits actually provided, a beneficiary G is entitled to receive KRW 2,261,40,00 for a claim filed by a non-family caregiver I and J to provide the services despite having been provided by a family caregiver H from January 2014 to July 2014.
3. A caregiver who violated the standards for purchasing liability insurance and claimed 35,380 won by claiming for expenses incurred in relation to benefits by failing to subscribe to liability insurance from August 5, 2014 to August 12, 2014;
4. Although the hours required for emotional support services in violation of the standard for emotional support services must be calculated within a maximum of 60 minutes per visit, the beneficiary L from January 2014 to December 2014, and the caregiver E from January 2014.
