Reasons
Since the petition of appeal filed by the Plaintiff did not contain any statement in the grounds of appeal and did not submit the grounds of appeal within the statutory period (the grounds of appeal filed by appellant was received on February 3, 2009), Article 8(2) of the Administrative Litigation Act, Article 429 of the Civil Procedure Act, Article 5 of the Act on Special Cases Concerning the Procedure for Appeal by the assent of all participating Justices, it is so decided as per Disposition.
