The defendant of "2018 Godan1346 (Defendant B)" is a person who operates the petroleum storage facility under the trade name of "D" in Nam-gu, Nam-gu, Seoul.

2. Any person who intends to operate a general retail business without registration shall register his/her business with the competent authority.
