Reasons
1. Details of the disposition;
A. The Plaintiffs filed an application for each building permit with the following content to the Defendant:
Plaintiff A on April 21, 2015, the use and size of the building site (hereinafter collectively referred to as “each of the instant lands”) on the site for which the application was filed by the owner of the building, and on April 21, 2015, Plaintiff D 4,985 square meters (hereinafter referred to as “instant one land”) related to Dong and plant ( stables) on the total floor area of 2,954 square meters on May 7, 2015, Plaintiff 2,998 square meters (hereinafter referred to as “instant two land”) related to Dong and plant, Dong and plant-related facilities (a livestock shed) on May 7, 2015, Plaintiff 2,885 square meters in total floor area of 2,992 square meters (hereinafter referred to as “instant two land”) related to Dong and plant-related facilities (hereinafter referred to as “instant three land”) on May 7, 2015, 2,934 square meters in total area.
B. On May 21, 2015, the Defendant rendered a disposition rejecting each of the applications described in the foregoing paragraph against the Plaintiffs on the following grounds (hereinafter in this case, referred to as “instant disposition” and the grounds for non-permission were referred to as “the grounds for non-permission.”
- Even if the construction site is not an area in which livestock raising is restricted, it is a clean clean area in which most farmers grow rice, farmers, daughters, and booms, etc. under environment-friendly farming methods, and thus, it is likely that the low quality of agricultural products may be damaged due to malodor, dust, and chills, etc. caused by construction of livestock pens, and also, it is contrary to the public interest because the clean farmland in the area is damaged and eco-friendly agricultural infrastructure might collapse as it is collectively constructed in the middle of the excellent farmland in the arable area.

2. Whether the instant disposition is lawful
A. The plaintiffs' assertion of this case is unlawful for the following reasons.
1. Outline of building permission prescribed by the relevant Acts and subordinate statutes, such as the Building Act.
The disposition of this case is a binding act that must be permitted if the case is kept, and the disposition of this case is required to be permitted.
Although all cases have been secured, the defendant shall grant a building permit for reasons other than the law.
