1. On September 17, 2013, the Defendant revoked the report on the installation of a discharge facility (catch breeding place) to be reported at Jeju, which was filed with the Plaintiffs.

On January 29, 2013, the Plaintiffs received a construction permit from the Defendant to construct a horse breeding facility with a size of 1,058 square meters on the ground of C, Jeju-si.

Accordingly, prior to the amendment by Act No. 12516, Mar. 24, 2014 pursuant to Article 11(5)18 of the former Act on the Management and Use of Livestock Excreta pursuant to Article 11(5)18 of the Building Act

b. The Livestock Excreta Act:

(3) Article 11 of the Act provides that “The Plaintiffs shall not be deemed to have the right to install emission facilities, but shall not be deemed to have the right to use the relevant emission facilities, and shall not be deemed to have the right to use the relevant emission facilities.”

In order to use the facility as above, the defendant was required to obtain a written consent from the residents of Jeju-si. On June 17, 2013, the plaintiffs demanded that the defendant take measures, such as suspending the operation of the chickens breeding facility where the normal operation of the chickens breeding facility, such as the occurrence of a subsequent civil petition, is not smooth (hereinafter referred to as the "written consent of this case").
