1. The plaintiff (appointed)'s claims are all dismissed.

Reasons
1. Details of the disposition;
A. From July 25, 2005 to August 12, 2005, the Mayor of Busan Metropolitan City, after undergoing a public inspection for the residents’ inspection for the designation of an improvement zone, designated as G G G G on January 11, 2006, and designated as an area expected to be redevelopment of an existing house, additionally included a part of the area into 188,00 square meters in the Busan Dong-gu, Busan Metropolitan City, which was designated as an area expected to be redevelopment of an existing house, and designated and publicly announced as an area subject to redevelopment of an F Housing (hereinafter “instant project area”).
B. The committee for promotion of the establishment of the F Housing Redevelopment Project Association (hereinafter referred to as the “instant committee”) shall use the letter of consent to establish the Housing Redevelopment/Urban Environment Improvement Project Association (hereinafter referred to as the “Standard Consent”) under Article 34 and attached Form 3-2 of the Regulations for Operation of the Committee for Promotion of the Establishment of the Housing Redevelopment Project (Public Notice No. 165 of the Ministry of Construction and Transportation) publicly notified by the Minister of Construction and Transportation (hereinafter referred to as the “former Promotion Committee”) to collect written consent from the owners of land, etc. in the instant project area with the whole public space of the "design outline of the new construction building" and the “estimated cost of demolition/construction of the new building” from the owners of land, etc. in the instant project area. The consent of the Promotion Committee shall be presented to the Defendant on January 25, 2006 by presenting the “case of delegation to the Promotion Committee for the preparation of a written consent to establish the association,” which delegates the authority to collectively supplement the blank portion of the consent to the Defendant.
3. Consent to establish an association and improvement projects;
(a) Design outlined area (public supplementary area) of a new building; total floor area; and 565 square meters of 209,014.62 square meters; 392.66 square meters of 25-35 square meters or less;
(b) 10,16,00,000 won in total of the cost of new construction and other project costs by estimation of the cost of removal and new construction of buildings. 513,094,00,000,000.
