Punishment of the crime

1. On July 1, 2006, from around June 30, 201 to around June 30, 2014, Defendant A, while working as the head of D Gun, controlled overall administration, such as authorization and permission, etc. related to the creation of the former North Korean FF G (hereinafter “instant golf course”). On June 4, 2014, Defendant A registered a candidate for simultaneous local elections across the country and carried out an election campaign to be reappointed to D Gun. Accordingly, the number of father-guns of D Gun from around April 11, 2014 to June 4, 2014, performed the Defendant’s duties on behalf of the head of D Gun.

C is the actual representative of E Co., Ltd. for the purpose of running a golf course in the previous North H, and the instant golf course was constructed.

I is a major shareholder of a limited liability company who has overall control over the creation of the instant golf course.

B is the representative director of K corporation for the purpose of civil engineering works, etc. in J in Jeonjin-gu, Seoul, and the defendant C is the major shareholder of the above company.

Around April 7, 2008, Co., Ltd. completed the construction of golf courses with the permission to convert mountainous districts for the purpose of building the instant golf course from D military around April 7, 2008, and completed the construction of golf courses. Around December 31, 2013, D military approved the plan to restore a site before mountainous districts and performed the restoration work in accordance with the plan to restore the site. Around April 1, 2014, D military requested the extension of the scheduled date for completion of the restoration work from April 8, 2014 to May 31, 2014, and obtained the authorization as soon as the instant subsidies for the construction work to be recovered from D military around May 30, 2014 to October 30, 2014 as the scheduled date for completion of the restoration work to be approved. On the other hand, D Co., Ltd. was to obtain the approval of the construction cost of the instant golf course to be recovered from 2016.
