The defendant shall be innocent.

1. On May 6, 2008, the summary of the facts charged of the instant case asserted that the civil society organization, including the Korean Film Association and the Korean Participation Association, had formed a National Countermeasure Council (hereinafter referred to as the “Measures Council”) against the full import of U.S. beef from the U.S. for the purpose of organizing a strike against import of U.S. beef, by asserting that the agreement on the phased import expansion of U.S. beef concluded with the U.S. government on April 18, 2008 would have a result of undermining the citizens’ health rights.

From May 2, 2008, the countermeasures conference led to the 'the candlelightlight assembly against the import of US beef' held in Seoul Cheongyang, etc. from May 6, 2008, which was held by the 2008 Cheongyang, etc., and opened the candlelight assembly, which is an outdoor assembly. From May 24, 2008, the countermeasures conference held the candlelight assembly every day from May 24, 2008, and tried to move into the Cheongdae River with the city road demonstration, such as Sejong, by the following day, from May 24, 2008.

On May 27, 2008, from around 19:05 to 21:15, the countermeasures conference proceeded with a candlelight assembly through free speech, relief, singing performances, etc. of participants in the presence of more than 1,50 persons, including members of the countermeasures conference, from around 19:05 to 21:15.

After that, from May 27, 2008 to May 28, 2008, the above 1,500 persons, among around 02:00 on May 28, 2008, moved along with the entire lanes of the surrounding areas, such as Madju, Bro-ri, Bank of Korea Roster, Round-ri, Round-ri, and front of the Seoul Metropolitan Government Office.

The defendant also participated in the candlelight assembly held in the Cheong River square, and subsequently, it was impossible to communicate the vehicle by conducting demonstration, such as moving the Madlelight, Brogate, Bank of Korea, Round, Round, and the entire lane around the front of the Seoul Metropolitan Government Office.

As a result, the defendant conspired with the above 1,500 persons, and interferes with the traffic of vehicles in the vicinity of the Seoul Metropolitan Government Office, and on May 28, 2008.
