1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Details of the disposition;
A. The Plaintiff is a company that produces wood-processed products, such as wood sales, design-type fences, and vegetation, established around 2012.
B. On May 2, 2014, the Public Procurement Service made a public announcement of purchase of procurement commodities (in the form of a contract with multiple suppliers) as follows (hereinafter “instant public announcement of purchase”).
Public notice of purchase (a contract with multiple suppliers)
1. The term of the contract was determined from July 29, 2014 to June 30, 2016 (hereinafter “instant commodity contract”).

D. Since January 27, 2015, the Public Procurement Quality Institute under the Defendant’s control is a contractual product with respect to the safety management items to the Plaintiff from February 2, 2015 to March 13, 2015.
