The Defendant is the owner of a cargo vehicle B.

No one shall cover a registration number plate or make it illegible, and shall operate such a motor vehicle.

Nevertheless, the Defendant around 11:55 on October 14, 2016, around 2016, around 25 Ro-ro 25-gil, Guro-gu, Seoul, left the front and rear of the foregoing cargo vehicle and then put the number plate on a banner.

Accordingly, the defendant intentionally made it difficult to identify the car registration number plate.
