Punishment of the crime

Defendant A is a person who raises 2,500 pigs in the trade name of “E” in the 2017 Godan 723 (Defendant A) of the Republic of Korea, and Defendant B is a person who collects and transports livestock excreta as a regular business of “G agricultural partnership”, a non-recycling company of livestock excreta in the former Republic of Korea-U.S.F.

No person who discharges, collects, transports, disposes of livestock excreta or manure shall commit an act of discharging, collecting, disposing of, or spraying livestock excreta or manure without complying with the standards for spraying liquid manure, into, or is likely to flow to, a public water zone defined in subparagraph 9 of Article 2 of the Water Quality and Plant Conservation Act.

At around 16:00 on September 16, 2016, Defendant A: (a) the Defendant: (b) transferred the foul waste of pigs collected from foul waste storage, which he stored, to a pipe, into a non-storage tank; (c) had one ton of the foul waste of pigs stored in the storage, which was connected to the pipe; and (d) had the foul waste flow into the sea through the drainage outlet, after the Defendant’s failure to manage it; and (d) had the foul waste flow into the sea.

As a result, the defendant did not observe the procedures for the discharge of livestock excreta and brought livestock excreta into public waters.

2. At around 13:00 on October 4, 2016, Defendant B brought pigs foul waste into the sea through the drainage outlet by releasing a string valve connected to the tank lorry while being loaded onto the tank lorri vehicle in order to compost the excreta of pigs stored therein. As such, Defendant B’s cleaning of the water is likely to have a nitrogen over 70 liters of swine lorries on the floor, and against A, the owner of the farm, the owner of the farm.

Accordingly, the defendant, as a livestock excreta-related business operator, did not observe the procedures for the discharge of livestock excreta, discharges livestock excreta to public waters.

On May 26, 2017, the Defendant 768 (Defendant A) from around 11:00 to around the 10km section from the roads in front of the Haan-Gun in the same military movable property located in the same military base to the roads in front of the North Haan-do in the same military base.
