Nevertheless, the Defendant, as a related person (owner) of B apartment with the total floor area of 5,544.17 square meters installed with a sprinkler, was responsible for conducting a comprehensive precise inspection by January 31, 2020, which is the end of the month to which the approval date for use of the building belongs, but failed to conduct a comprehensive precise inspection within the period without justifiable grounds.
