1. Of the instant lawsuit, the claim against the Minister of Land, Transport and Maritime Affairs for the revocation of the master plan for four lectures against the Defendant, and the claim.

1. The following facts do not conflict between the parties or may be acknowledged by taking account of the whole purport of the pleadings in the descriptions of Gap evidence 1, evidence 2-1 to 7, evidence 3-1, 2, Gap evidence 5, 6, evidence 1 and 2.

(1) The four major river projects (hereinafter referred to as the "fourth river projects") are the projects that prevent flood from droughts, the river system, and the basic river plan under Articles 3, 24 and 25 of the River Act, and the projects that are implemented for four major rivers, such as Han River, Nakdong River, Geum River, Geum River, and Seomjin River, and the projects that manage and implement the water system systematically and systematically in order to promote balanced regional development and regional economy and culture and tourism (Article 2.4 of the Regulations on the Composition and Operation of the four major river conservation promotion headquarters).
