1. Details of the disposition;

A. The defendant Gwangju Metropolitan City Mayor (hereinafter “Defendant Gwangju Metropolitan City Mayor”) and the defendant Gwangju Metropolitan City Urban Corporation (hereinafter “Defendant Gwangju Metropolitan City Corporation”) concluded an agreement on September 13, 2004 to promote the C-2,78,000 square meters of the C-2,78,000 square meters in Gwangju Mine Mine District B (hereinafter “instant project”), and concluded an agreement with the competent authority for the implementation of urban planning administrative procedures, the implementation of tourist complex designation procedures, the selection of private business operators, etc. as the competent authority, and the defendant Gwangju Metropolitan City Corporation, as the project operator, shall establish the instant project implementation plan, purchase the project site, enter into the agreement with the private business operator, raise funds, settle the construction cost and project cost, support the work following the implementation of administrative procedures, such as the overall authorization and permission of the defendant Gwangju Metropolitan City Mayor, and the total project cost required for the said project was to be a private business operator by attracting the private business operator and raise funds.

B. Around 2005, Defendant Gwangju City announced the recruitment of private business operators of the instant business, thereby promoting the instant business, but there was a legal dispute with the selected private business operators. On September 5, 2012, the court rendered a decision in lieu of the conciliation as to the ownership of the said private business operator with respect to a golf course, the development of which was completed, and the amusement park site of 416,000 square meters, which did not proceed, was donated to Gwangju Metropolitan City (Seoul District Court 2012Gahap6198), and the said decision became final and conclusive as it is.

C. Thereafter, on March 22, 2019, the Defendant Gwangju City announced the third “Public Offering for Project Proposal” (hereinafter “instant Public Offering”) to promote the instant project with respect to the said amusement park site 416,000 square meters, and the first public offering in 2017 did not select a priority bidder, and the company selected as a priority bidder in the second public offering in 2018 is in the process of negotiations.
