In the instant case, the paper attached a tape to some of the number plate numbers, but it is difficult to attach a paper in this form without attaching a part of the person.

Comprehensively taking account of these circumstances, the fact that the defendant attached the paper to the number plate after the vehicle with his own will is sufficiently recognized as a tape.

Nevertheless, the court below erred by misapprehending the facts and acquitted the Defendant of the facts charged.

The judgment of the Defendant is not only more than 40 times the record of imposing an administrative fine or a penalty due to a violation of alcohol car, speed violation, signal violation, etc., but also has a large number of motivations to attach a paper to a vehicle in order to avoid the imposition of an administrative fine or a penalty, because the Defendant is driving with a vehicle of Seoul and Gyeonggi members while engaging in activities related to the sale of golf membership, such as golf membership, without belonging to the company, etc.

According to the submitted photographs, the tape is attached to the vehicle and part of the number plate is difficult without attaching part of the number plate to the degree that the number plate number 2 is too wide and high.

On the instant vehicle owned and managed by the Defendant, another third party attached a paper in the same form or attached a tape naturally, and the vehicle attached to the number plate.

It is also difficult to see it.

In the event of a violation of one-day spirits, CCTV is controlled.
