Nevertheless, on November 27, 2015, the Defendant received an order to maintain and manage fire-fighting systems and to take measures for salt, etc. from the head of the Jinju Fire Station at the above Moel, but failed to comply with the said order by January 30, 2016, which is the measure period, without justifiable grounds.
