Reasons

1. Facts of recognition;

A. The status of the parties related to VN services refers to a series of settlement agency services providing credit card inquiries and approval services by linking relay communications networks between credit card VN service card merchants and credit card companies, as well as providing additional services, such as transmission of credit sales slips and purchase of sales slips.

VN is a weak service of value-added telecommunications network under Telecommunications Business Act. The main business of providing services is a credit card company, which enters into a contract for the provision of credit card inquiries, approval relay services, and DNA (DC) services with credit card companies. If VN produces and transmits credit card companies with the sales data of credit card companies based on the data subject to approval for the transaction of credit card companies, the credit card company shall deposit the credit card price after deducting the service fee from the credit card company’s designated settlement account. ① The business of generating and transmitting the electronic claim data received from each credit card company for each credit card company and ② the business of collecting, keeping, and verifying sales slips held by the credit card company.

A service provider (hereinafter referred to as "VN company") is a service provider (hereinafter referred to as "VN service provider") who provides services and receives fees from credit card companies (including fees for the services and fees for the DC services; hereinafter referred to as "VC services").
