Reasons
Punishment of the crime
Any person who intends to conduct business with a method likely to attract a speculative spirit, such as lottery and free gifts, for profit, shall obtain permission from the commissioner of a district police agency.

B operated the above fishing place in the “E fishing place” located in Gyeonggi-gun, Inc. D, with a permit for inland fishing in the name of Defendant A, with a mark indicating the E fishing place in some water height season, and with a free gift, such as a right to use a day-to-day gift to customers with such mark, without obtaining permission, and from January 2, 2013 to March 2, 15:00 of the above “E fishing place” to install a 11,901 square meters of a water size in the size of 11,000 square meters of a water size in the above “E fishing place”, and attach a sign indicating the E fishing place in clothes with a mark indicating the E fishing place in the body of 30 cm, and then receive 30,000 won or 00 won from many unspecified customers, such as the EM, or receive 300,000 won or 10,000 won free of charge, and then receive 30,000 won of money for customers.
