Defendant
A served as the friendly group of E in the 15th and 16th National Assembly members of Ulsan Island, and served as the 17th National Assembly member of the F Party G of the F Party G of the 18th presidential election, and as the vice-chairperson of the Do headquarters election of the 18th presidential election, Defendant B, upon the recommendation of F Party D member E of the National Assembly at the time of the 3th presidential election of the 18th presidential election, served as the 4th and 5th National Assembly member of the F Party E of the 4th presidential election. In relation to the 7th local election implemented on June 13, 2018, the 4th local election of the 5th presidential election was held as the 5th presidential election of the F Party D of the 17th presidential election, and was held as the Do government candidate of the 12th presidential election, but he was well aware of it through parliamentary activities of the Do government.

Nevertheless, on January 25, 2018, the Defendant: (a) sent text messages to approximately 70 electorates of D-gun, including B, who wish to become a candidate for the 7th local election, on two occasions from January 30, 2018 and around February 6, 2018; and (b) sent text messages to approximately 52 electorates of D-gun from February 18:0 to 22:00 on February 7, 2018, to approximately 70 electors of D-gun, including B, who wish to become a candidate for the 7th local election.
